S-tier (gods of shinobi)
Hagoromo, Kaguya, Naruto (Six Paths Sage Mode), Sasuke (Rinnegan), Madara (Juubi Jinchuriki). These are the chapter-ending nukes.
Honorable mention: Hashirama Senju, whose Wood Release alone reshapes terrain mid-fight.
A-tier (Hokage-level)
Minato, Tobirama, Itachi, Pain (Nagato), Obito, Kakashi (Double Mangekyo). Any of these would clear a small army.
B-tier (elite Jonin)
Jiraiya, Killer Bee, Tsunade, Onoki, Gaara, Mei. Top of the village ladder but outclassed by S/A.
